First Priority Deputy Director

POSITION SUMMARY:

Deputy Director, EMS
Under the leadership of the EMS Director, the Deputy Director, EMS, is an active member of the department that collects data, provides comfort measure and care to patients. The Deputy Director, EMS is responsible for assisting the EMS Director in planning, organizing and directing the operation of the of the department.   The  Deputy Director, EMS, under the direction of the Director, EMS, leads and directs subordinate supervisory personnel. This position assists with department wide goal setting and evaluation, development of policies and procedures, and annual and strategic budgets for assigned areas.   The Deputy Director, EMS, under the direction of the Director, EMS, monitors and ensures that staff provides quality emergency patient care and transportation that is age appropriate and culturally sensitive.  The Deputy Director will assist the EMS Director in planning, organizing and directing the operation of the of the department.   The Deputy Director, EMS, under the direction of the Director, EMS leads and directs subordinate supervisory personnel. This position may also require functioning as the EMS Director in the absence of the EMS Director.

BASIC QUALIFICATIONS:

Education:

  • Requires a high school education with an emphasis in general studies, biology and the physical sciences and the successful completion of EMT-Basic, EMT-Intermediate and Paramedic training programs. An Associate’s degree in EMS/Business Administration is preferred.

Experience:

  • Requires five years of EMS work-related experience or an equivalent of education, training and experience. Experience can be supplemented by five years of progressively responsible experience in providing emergency services, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Licensure, Registrations & Certifications:

  • Requires and maintains a current state license as a Paramedic and is listed in good standing with the State of South Carolina’s Department of Professional Credentialing as a Paramedic. Requires current certification in Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS). Requires valid driver’s license and proof of insurance. Motor Vehicle Report is required upon hire and reviewed annually. Essential Job Responsibilities: All tasks are performed under the direction of the Director, EMS.

DUTIES:

  • Assists with the leadership and management of the EMS Department and staff in its daily duties and responsibilities.
  • Converts First Priority’s vision and goals into actionable plans and directions related to the operation of the EMS Department.
  • Works with EMS staff to develop, update and implement First Priority’s strategic and annual plans.
  • Assists to ensure that departmental quality, satisfaction and regulatory compliance standards are consistently either met or exceeded.
  • Works to continually improve the response time, quality and timeliness of the EMS care and services.
  • Assists with development, implementation and management of all EMS related policies and procedures and ensures their compliance with all federal and state laws and regulations
  • Ensures that First Priority’s physical space, equipment and vehicles are well maintained and addresses issues or deficiencies.
  • Serves on First Priority’s committees and task forces, as required, concerning emergency patient care, safety, security, quality, performance improvement and staff related issues.
  • Works closely with EMS Director to recommend and maintain an organizational structure and staffing levels to accomplish EMS’ operational goals and objectives.
  • Completes EMS employee work schedules.
  • Coordinates new employee orientation specific to EMS, explaining First Priority’s mission and goals.
  • Utilizes technology to analyze and measure statistical data which measures the EMS department’s performance metrics, reports and programs.
  • Completes probationary and annual evaluations that accurately reflect the employee’s performance during the evaluation period. Provide the employee with summary of strengths, areas of improvement and developmental plan for the future.

  • Communicates clearly with EMS Shift Supervisors in regards to issues pertaining to the operational aspects of the EMS Department.
  • Maintains good rapport with all departments and external facilities: attends meetings and builds rapport; and works in collaboration with other county agencies for the greater good of First Priority Medical Transport

STANDARDS OF PERFORMANCE:

  • Meets or exceeds goals and expectations assigned and as measured through annual Leadership evaluations
  • Reports regularly to the EMS Director on EMS related activities.
  • When appointed by EMS Director, serves/attends all committees, task forces, EMS related meetings as required. Is prepared to report on key issues, and provide guidance to key leaders of the organization in this capacity.
  • Assists EMS Director in management of EMS budgets, with no more or less than 5% annual variance.
  • Assists in the development, implementation and record keeping of clinical and in-service programs.
  • Negotiate conflict and maintains constructive working relationships with people at all levels of the organization as well as outside agencies, ie, contracted facilities.
  • Demonstrates positive interpersonal skills in communicating with staff, patients, visitors and others in the community so that the organization is positively perceived.
  • Recommends, implements, directs, coordinates and supervises service-oriented and cost-effective policies and procedures in all areas of authority.
  • Assists EMS Director with ongoing performance improvements aimed at improving operational efficiencies, process improvements, and financial outcomes.
  • Maintains up-to-date knowledge of procedures and interpretations of all human resources, federal, state laws and regulations.
  • Ensures that all EMS personnel observe all safety and infection control policies and practices in the delivery of direct patient care measured by feedback and observation from nursing, medical and management staff.
  • Demonstrates reliability as measured by compliance with First Priority’s Time and Attendance policy.
  • Promotes teamwork with the entire staff, as well as other contacts within the department, as measured by observation.
